Previously, `AirTplAggregate` worked only in a `Pkg` context, being able to root `Tpl` `Ident`s in `Pkg` and expand only into `Pkg`. This still does the same, but generalizes to allow for different roots and expansion targets. This will be utilized to parse nested templates. DEV-13708 |
