Clean up unused JS compiler code

Cruft left around from the symbol table refactoring long ago.

* src/current/compiler/js.xsl
  (compile)[preproc:rate]: Remove template.
    [preproc:class]: Remove template.
  (compile-rates)[lv:package]: Remove template.
